Shut off the flow of hot medium first
If circulation of cooling medium is stopped, ensure circulation of hot medium is also stopped by by-passing or other methods
Ensure equipment is not operated under conditions exceeding those specified on the nameplate
Drain all fluids to eliminate possibility of freezing and corrosion
Drain condensate from steam heaters and similar apparatus to guard against water hammer
Ensure there is no pulsation of fluids to prevent vibration, strain, and leaks

Observe interior and exterior condition for scale build-up
Check for complete stoppage of flow through tubes due to neglect
Is there a marked increase in pressure drop or reduction in performance?
Has the unit been checked for air or vapor binding?
Inspect for severe expansion strains, leaking tube joints, and damage to the heat exchanger
Clean exchangers subject to fouling or scaling periodically
Ensure tubes are free from light sludge or scale coating
Initial Heat Exchanger Startup Check
Operation
Open the vent connections and start to circulate the cold medium only.
Are the passages in the exchanger entirely filled with the cold fluid before closing the vents?
Introduce the hot medium gradually until all passages are filled with liquid, then close vents.
Was the unit brought up to temperature slowly?
Was the operation started gradually?
Was hot fluid admitted to the unit gradually and not suddenly when empty or cold?
Was the unit not shocked with cold fluid when hot?

Ensure all pressure is off equipment and the unit is drained before opening heads
Remove the bonnets
Inspect all tubes for erosion, corrosion, or foreign material
Inspect all anodes for excessive corrosion or scale insulation

Avoid blowing out heat exchangers with air if operating fluids are flammable or hazardous
Select cleaning method for heat exchangers
