SWI: Electrical Manhole - Annual Preventive Maintenance

This procedure ensures that all electrical manholes undergo a comprehensive annual preventive maintenance evaluation covering structural integrity, cable condition, junction connections, waterproofing, drainage, and safety access points, maintaining reliable underground electrical infrastructure, preventing moisture-related damage or connection failures, and supporting compliance with applicable electrical safety and maintenance standards through structured and thoroughly documented yearly maintenance practices.

    Step 0: Safety / Pre-Entry Controls

    DANGER — CONFINED SPACE, HAZARDOUS ATMOSPHERE, AND ELECTRICAL HAZARDS Entry into this electrical manhole may expose personnel to an oxygen-deficient or oxygen-enriched atmosphere, toxic gases or vapors, flammable or explosive gases or vapors, and electrical hazards including shock, arc flash, arc blast, and cable failure. Atmospheric conditions may be immediately dangerous to life or health and cannot be evaluated by sight or odor. Only trained and authorized personnel may enter this manhole in accordance with the facility’s confined-space entry program and electrical safe-work practices. Complete all steps prior to entering electrical manhole:

    Step 1: Dewatering / Cleaning

    Repeated water accumulation can lead to corrosion of supports, bonding connections, cable shields, splice hardware, and tags. It can also hide cable damage or create unsafe entry conditions.

    Before entering manhole, inspect for standing water. Record water depth prior to action.

    If water was present, note the condition and escalate if unusual. (Check all that apply.)

    Identify which duct, wall penetration, or joint appears to be allowing water entry. Include photos if practical.

    Step 2: Structural Inspection

    If structural deterioration is present, generate a corrective work order upon completion of the inspection.

    Inspect cable racks/supports:

    Inspect ladder/steps:

    Check grounding/bonding bar:

    Step 3: Electrical Visual Inspection

    Abnormalities such as leaking oil/compound, broken cable sheaths or joint sleeves, hot localized cable/joint surfaces, or swollen joints are indications of possible impending cable fault. Be very aware of these conditions and escalate findings immediately if noted.

    Step 4: Thermal Inspection

    Thermal imaging is most valuable when the circuit is loaded. If the feeder is lightly loaded during inspection, document that limitation. Treat any temperature differential (delta T) at or above 4-deg C as SIGNIFICANT (schedule follow-up actions). Treat any temperature differential (delta T) at or above 15-deg C as CRITICAL (escalate immediately for correction/shutdown prior to impending failure).

    Perform infrared inspection of visible energized cable splices, terminations, and connection points where safely accessible and with sufficient load.
