Managing Public Safety: Key Stakeholders in Park Operations
Potentially Impacted Stakeholders:
The following are key stakeholders: • Employees (crew members) • Contractors (if engaged) • General Public — including park visitors such as children, dog walkers, joggers, and cyclists. Operators must always treat the general public as a formal stakeholder group because parks are uncontrolled environments with unpredictable movement. Stay alert and ensure safe practices to protect them at all times

Hazard & Associated Risk (What could happen?) & Control Methods
Public enters mower zone and is struck by plant, tools or flying debris Control Method: (1) Clear signage and barriers. Spotters and safety observers. Hi Vis clothing. Work zone definition.
Trips, falls, machinery instability, risk of ride-on rollover Control Method: (2) Work area to be kept clear at all times. Walkways to be kept clear. Clean as you go to be followed.
Skin contact & irritation, eye injuries and inhalation Control Method: (3) Ensure correct handling and storage as per risk assessments and safety data sheets. Wear all required PPE (e.g. gloves, protective clothing, eye and/or respiratory protection) during handling. Wash hands and arms following handling. Follow chemcert procedures.
Muscular strains, sprains or back injury during lifting, carrying or moving objects Control Method: (4) Manual handling training principles to be followed at all times. Use mechanical lifting aids where possible. Assess load, weight, size and transport route. Always adhere to personal capabilities and ask for assistance if required.
Collision, entanglement, roll-over, cuts, or impact injuries to crew or public Control Method: (5) Ensure all tools / equipment are in safe condition, fit for purpose and used for the intended purpose. Perform a visual check on each piece of equipment / tool. Hand, ear and eye protection (PPE) to be worn where required. Be aware of operating procedures.
Sharps or metal objects cause injury or become dangerous projectiles. High-speed objects hit crew or public causing lacerations, eye injuries or head trauma Control Methods: (6) Pre-operation site inspection, use of safety guards, reduce speed in hazard zones.
Vehicle or cyclist collision with plant or workers; reversing accidents Control Methods: (7) Use barriers/traffic cones to separate workers and traffic. Correct PPE - Hi Vis workwear & signage. Implement a site-specific traffic management plan
Hearing damage from prolonged exposure to high noise if no ear protection worn Control Methods: (8) Hearing protection (PPE) to be worn when operating powered tools / equipment and when working closely to operating plant / equipment. Maintain equipment so that noise generated by it remains within the manufacturer’s specifications.
Sunburn, dehydration, fatigue, heat exhaustion or heat stroke Control Methods: (9) Ensure PPE is used. Wear sun-protective clothing, use wide brimmed, bucket or legionnaires hats. Apply UV 50+ sunblock. Seek shade when possible, keep up fluids.
Bites, stings, allergic reactions or dog attacks Control Methods: (10) Wear PPE – gloves, boots, long pants and sleeves and a hat. Use Insect repellent if appropriate. In areas where snakes may be present, make a noise and stamp your feet. Do not approach snakes. Avoid areas do a pre-work scan, awareness and training.
Reduced visibility, slips, falling branches, poor control of machinery (11) Postpone or reschedule tasks during heavy rain or storms, wear correct PPE.
